About one year has passed since the disaster of 11 march 2011 in Japan, when an earthquake of magnitude about 9 shocked inhabitants, followed by tsunami from nearby ocean that washed away rest, and add to this the radiation caused by Fukushima Daiichi nuclear power plant.
I like to call Japan as source of earthquake, where shaking ground is usual. People are used to waves that are shaking then even many times a day. As many told, it is very usual while living to feel that the earth is shaking.
It seems that tsunami is also accepted in Japan. Where the island, surrounded by ocean, earthquake in sea also cause light and heavy waves to beat the shores and in many places they are prepared for waves to come, even waves of 5 meter height. Some places built one or two protective walls to keep cities safe from wild waves and inhabitants live inside the walls in peace. A new review of ancient documents and history papers has proven that about each 200 years period a big tsunami occurs in Japanese shores.
Despite all of these usual and natural disasters that is inherited in soil and water on this country, its people who believe in multi Gods, build and rebuild the country after each event and yet are the most advanced, healthy, long living nation with a strong economy , throughout the world.
But recent disaster turned into a tragedy by radiation. Earthquake is caused by internal forces of the ground and volcanic forces. Tsunami is also a natural effect of earthquake forces released inside the ocean. All forms of natural disasters happen and then are finished after a while, with usual damages. But when something happen that its source of cause is mostly human fault, the result is more sever, longer lasting and harder to remove.
As by new reports announced, TEPCO is responsible for all damages happened by Fukushima Nuclear plant due to unprepared system, delay in proper reactions at proper time, and also the Japanese government share part of the responsibilities due to lack of responsibility, depending on information that revealed later to be inaccurate and non honest.
But the question is that is it acceptable to say that a company operating many (maybe more than 50) nuclear power plants across the Japan have been unprepared for proper reaction to similar events? Who can accept that a government as supervisor of what is going on in a country depend on information that receive from a private, or maybe, semi-private company on subject that not only effect on its nation, but very easily has the potential to turn into an international disaster? As historical documents revealed, sever tsunami has occurred before in Fukushima too, and it was studied and then neglected.
From the first days after the Fukushima nuclear power plant fault, it was obvious that this problem happened in a country like Japan is not so simple and natural, but more complicated with guilty hands in it. We all know that ‘more benefits’ is a rule that all private companies obey. When it is mixed with political powers, it creates an evil mixture that only Gods may keep people from its ‘side effects, Bhopal India, Chernobyl Russia and Fukushima Japan are the same.

زلزله، سونامی، تشعشع
حدود یکسال از حادثه 11 مارس 2011 ژاپن گذشته است، زمانی که زلزله ای تقریبا به بزرگی 9 ریشتر ساکنان این جزیره را تکان داد و به دنبال آن سونامی برخاسته از اقیانوس مجاور باقی مانده های سواحل را شست، به اینها تشعشع ساطع شده از نیروگاه برق اتمی فوکوشیما را نیز اضافه کنید.
می توان ژاپن را منبع زلزله خواند، در آنجا زمین لرزه طبیعی است. اکثر کسانی که از این کشور بازدید کرده اند بیان میکنند که مردم به لرزه های متعارف زمین عادت کرده اند. بنابر این لرزیدن زمین در زمان اقامت در ژاپن امری عادی قلمداد میشود.
به نظر میرسد که سونامی نیز در ژاپن امری پذیرفته شده می باشد، در این جزیره، که با اقیانوس احاطه شده است، زلزله های رخ داده در دل دریا سبب ایجاد امواج سبک و سنگین شده که به ساحل ضربه زده و در بسیاری از سواحل آمادگی لازم برای مواجهه با امواج وجود دارد. در بعضی سواحل این کشور یک یا دو دیوار حائل بمنظور محافظ شهر در برابر امواج سهمگین ساخته شده تا ساکنان بتواند در شهر با خیال آسوده زندگی کنند. بازنگری اسناد و کتب تاریخی ثابت نموده اند که هر 200 سال یکبار سونامی های مهیب در سواحل ژاپن رخ داده است.
علی رغم همه این بلایای متعارف و طبیعی که با خاک و آب ژاپن آمیخته شده است، مردم این کشور پس از هر حادثه به ساخت و بازسازی کشورشان پرداخته و همچنان در زمرده پیشرفته ترین، سالمترین، طولانی عمرترین ملت با اقتصاد قدرتمند در دنیا به شمار میروند که به خدایان چندگانه نیز معتقدند.
اما حادثه اخیر در آمزیش با تشعشع تبدیل به یک تراژدی شده است. زلزله ناشی از نیروهای درونی زمین و نیروهای آتشفشانی است. سونامی نیز یک اثر طبیعی ناشی از نیروی آزاد شده زمین لرزه در اقیانوس است.همه اشکال بلایای طبیعی رخ داده، خسارتهای طبیعی نیز به بار آورده و پس از مدتی نیز آثار آن محو می شوند. اما زمانیکه حادثه ای رخ می دهد که منبع بروز آن عمدتا خطای انسانی می باشد، نتایج شدیدتر و طولانی مدت تری بوجود آورده که برطرف نمودن آنها نیز سخت تر خواهد بود.
همچنانکه در گزارشات جدید اعلام شده است، شرکت تپکو مسئول همه خسارتهائی است که به واسطه نیروگاه فوکوشیما رخداده است زیرا سیستم بکارگرفته شده نامناسب بوده، واکنشهای مناسب با تاخیر اجرا شده، اما بخشی از این مسئولیت نیز بر عهده دولت ژاپن بوده، زیرا مسئولیت پذیر نبوده و به اطلاعاتی تکیه نموده که بعدا مشخص شده از دقت و صداقت کافی برخوردار نبوده است.
اما سوالی که مطرح میشود آنستکه آیا پذیرفته است تا بگوئیم شرکتی که چندین ( شاید بیش از 50) نیروگاه هسته ای را در ژاپن اداره میکند آمادگی لازم برای واکنش مناسب در برابر حوادث مشابه را نداشته است؟ چه کسی می تواند بپذیرد که یک دولت بعنوان ناظر ارشد آنچه در کشور بوقوع میپیوندد به اطلاعاتی تکیه کند که از یک شرکت بخش خصوصی یا شاید هم نیمه خصوصی اعلم میشود، آنهم در موضوعی که نه تنها می تواند بر روی مردم کشور اثر بگذارد بلکه به سادگی پتانسیل آنرا دارد تا به یک بلای بین المللی تبدیل گردد. آنچنانکه اسناد تاریخی نشان داده اند قبلا هم سونامی های مهیب در فوکوشیما رخ داده و این موضوع مطالعه شده و سپس نادیده انگاشته شده است.
از اولین روزهای پس از حادثه نیروگاه اتمی فوکوشیما مشخص بود که بروز این مشکل در کشوری مثل ژاپن آنچنانکه به نظر میرسد خیلی هم ساده و طبیعی نبوده بلکه موضوعی بیشتر پیچده با دستهای آلوده است. همه ما میدانیم که "سود بیشتر" قانونی است که شرکت های خصوصی از آن تبعیت میکنند. زمانیکه آنرا با قدرت سیاسی نیز بیامیزید معجونی خلق میشود که تنها مگر خدایان بتوانند مردم را از آثار آن بدور نگه دارند، بوپال هند، چرنوبیل روسیه، و فوکوشیمای ژاپن همه از یک جنس هستند
